    Agreed with above. I don't think it's a fair assumption on the LSAT or in real life. Car speed relative to other cars on the road at that time would seem more appropriate.

    No you should not assume this. For example, there might be more accidents at lower speeds because low speeds are more common in cities where there is a lot of traffic as opposed to freeways which are less crowded and more controlled.

    If it was driving over the speed limit, you can assume this is unsafe.
