C is irrelevant, why we should care where is "scientific research is further advanced" in democracies or not democracies.

"monetary systems have developed only in population centers with marketplaces" and "the fourth century B.C.,Mesopotamian cities ... never had marketplaces." By stating these facts, the author eliminates the possibility that the Mesopotamian cities of the fourth century B.C. did have monetary systems. So AC E must be true.
