What helped me here is the question stem itself. Which is 9-2-13.
The question step states "If the press is" and is followed by 5 possible answer choices.
Combined with C) we have "If the press is not to be subsidized, it cannot be a profit making institution." Group 4=negate necessary. It is my understanding that you would be correct in asserting "subsidized---->profit making institution" as the correct translation of this.
